About the Envision Carson City Master Plan

Carson City has worked over the past 17 years to implement the goals of the 2006 Master Plan (Master Plan). While the goals of the Master Plan are consistent with the City’s 2022-2026 Strategic Plan, the fabric of the community has evolved. Transformative projects that were a focus of the 2006 Master Plan—like the Carson Freeway and associated capital improvements for Carson Street in Downtown—are now complete  and the community’s demographics, land use patterns, housing needs, and economic conditions have shifted to reflect the rise of online shopping, remote work, and other national trends. In October 2023, the City initiated a process to update the Master Plan. This is not a “start from scratch” effort. Rather, the update process will focus on modernizing the 2006 Master Plan to reflect the needs of Carson City today—and for the future—based on input from the community. Anticipated changes include an update to the background and trends data that informs the Plan; a review and recalibration of the principles, goals, and policies that underpin the Plan; and the identification of implementation priorities for the future.

The Master Plan update process consists of four phases and is expected to be completed in the Spring of 2025.
